Meeting was called to order by President Goodman
at 7:02 p.m. All Directors were present except Director Kamena.

President Goodman opened public comment. No
public comment received. President Goodman closed public comment.

President Goodman asked for a motion. On a
motion by Director Faltings, seconded by Director Furst, approved the Consent
Agenda, passing 4-0. Director Kamena was absent.

7.1 COMMUNITY CENTER
PARKING LOT DRIVEWAY PROJECT
President Goodman stated that the Board will consider
approving the concept design and project budget for a one-way road from the
East Avenue parking lot at the Robert Livermore Community Center to its parking
lot on Loyola Way.
General Manager Barry stated that Sheryl Hardin,
Assistant Community Center Director has been working on this project, which
will be turned over to Landscape Architect/Project Manager Chiye Azuma to
manage. Ms. Hardin showed a slide of the concept design. She explained the
parking difficulties experienced by people visiting the community center and
the safety issues resulting from drivers making illegal left turns to go to the
Loyola Way parking lot. Ms. Hardin stated that staff feels the addition of a
one-way road from the East Avenue parking lot to the Loyola Way parking lot will
ease that problem. General Manager
Barry reported that this project is viewed as an extension of the RLCC
construction project, and that leftover funds from that project will be used to
pay for the one-way road.
Director Kamena arrived at 7:08 p.m.
President Goodman asked for questions from
Directors. Directors asked for clarification, and commented, on the following
items: whether trees would be removed; the feeling that it is a great idea and,
had the parking problems been foreseen, a one-way road probably would have been
in the original plans for the RLCC; appears to be a great idea from a cost
standpoint; the procedure to be followed if the cost is projected to exceed the
projected amount of $275,000; concern about the extent to which the road will
diminish activities on the grass adjacent it; and concern about the safety of
park users who may not expect a road to be there.
President Goodman asked for a motion. On a
motion by Director Faltings, seconded by Director Furst, approved the concept
design and project budget for a one-way road from the East Avenue parking lot
at the Robert Livermore Community Center to its parking lot on Loyola Way,
passing 4-1. Director Kamena dissented.
8. MATTERS INITIATED/ANNOUNCEMENTS BY
THE DIRECTORS
1) Director Wilson said she is interested in an
update on the two trail segments, currently owned by Hartford Hills, which are
on the future trail extension from Springtown Boulevard’s west end to Las
Colinas overpass.
2)
Director Wilson said she would like an update on the small, unfinished
trail segment that is just west of Vasco Road and immediately north of Arroyo
Las Positas.
3) Director Wilson said she would like an update
on trail segment funding.
4) Director Kamena invited the public to attend
LARPD’s Haunted Barn event being held this Friday, Saturday and Sunday. He said
it is lots of fun, and a great family event. Youth Services Superintendent
Barbara Kraybill added that the event is happening on Halloween night as well.
5) Director Faltings announced that there is a
children’s drama class rehearsing at the RLCC for a presentation of The Wizard of Oz that will be presented
the first weekend in November. Director Faltings said she has been watching
rehearsals and they’re wonderful. She offered congratulations to the families
of the children in the program. Director Faltings encouraged people to attend
the production, and to call the LARPD office with any inquiries.
6) President Goodman agreed with Director Kamena
that the Haunted Barn is an event worth visiting.
7) President Goodman said that he went to a
fundraiser on Saturday for Hoofprints on
the Heart, a riding program for children and adults with special needs. He
said it was a great event, at which he heard testimony on the program. He said
the program has 23 people on the waiting list, and that it needs need a bigger
facility. President Goodman related a touching story about one of the
participants.
8) President Goodman said that a citizen told
him he/she wished he/she had been notified about construction of the bicycle
stunt course at Sunken Gardens Park.
9) President Goodman talked to someone whose
child attended LARPD’s Lego camp. The person had nothing but good things to say
about it the camp and said he/she would like to see it expanded for older kids.
10) President Goodman announced that there will
be a public meeting regarding the Robertson Park Master plan on November 7 at
the Robert Livermore Community Center.
