SPECIAL BOARD MEETING
Wednesday, April 21, 2004

1. CALL TO ORDER—ROLL CALL—PLEDGE OF ALLEGIANCE
Meeting was called to order at 6:07 p.m. by Chair Faltings. Director Kamena was absent at the time of roll call.
2. BOARD WORK SESSION ON DISTRICT GOALS
General Manager Barry solicited input from the Board of Directors on the direction and position that they would like to see the District take over the upcoming year, in order to ensure that the budget under development reflected the Board’s priorities.
Director Kamena arrived at 6:15 p.m.
Board conducted a review of the District’s goals as outlined in the District’s current Master Plan. General Manager suggested that short-term goals for the District be developed from the more comprehensive goals listed, so that they could be used for strategic planning purposes. The Directors decided that the goals as reflected in the Master Plan should be reviewed by the individual Directors, with comments or revisions to those goals, directed to the Master Plan Committee.
Board reviewed the status of the preliminary operating budget as it related to the revenue/expense ratio of individual units and the amount of program subsidies for each unit. Board discussed the areas subsidized by the District, and possible methods for making budget cuts. Expenses could be reduced across the board, or funding for specific programs and facilities could be cut.
Viewpoints and ideas expressed by the Directors included the following: 1) Classes and sports programs should not be losing money; 2) usage of facilities should be maximized; 3) use staff as efficiently as possible; 4) improve cost estimating for projects; 5) examine maintenance costs for buildings that the District operates but does not own; 6) the District’s public information program should be utilized to increase community awareness of the District’s budget situation and used to ask for community assistance; 7) the long-term use of buildings should be examined relative to their retention; 8) use advertising to increase District revenue; 8) change the name of the Acorn Foundation to more directly connect it to LARPD.
Related discussion took place on the topics of the opening of Brushy Peak, the growth of the Extended Student Services Program to accommodate all families who needed the service, whether the District’s agreement with Our Savior Lutheran Church was being enforced, and the use of Board workshops on specific topics of Board interest.
